PAM Wins Morocco Election With 97 Seats as Turnout Slumps
Interior Minister Abdelouafi Laftit unveiled the official tallies at a news conference in Rabat, characterizing the vote as having unfolded under "normal conditions, except for isolated cases," which he did not specify, adding that such incidents "did not affect the electoral process."
The National Rally of Independents (RNI) landed in second with 66 seats, trailed closely by the Istiqlal Party with 65. The Justice and Development Party (PJD) rounded out the top four with 54 seats.
Further down the ranking, the Popular Movement secured 29 seats, the Socialist Union of Popular Forces took 26, the Party of Progress and Socialism earned 19, and the Constitutional Union picked up 17. The Left Alliance and Social Democratic Movement each claimed eight seats, while the Democratic Forces Front and Insaf Party each won two. The New Democrats and Unity and Democracy parties each secured a single seat.
Together, these results will shape the makeup of Morocco's 395-seat House of Representatives. Under the kingdom's constitutional framework, the monarch selects the head of government from whichever party wins the most seats.
Nationwide turnout came in at 38.02%, a sharp drop from the 50.18% recorded in the 2021 legislative elections, the ministry said. Official figures put the total number of registered voters at 15,801,162.
With 198 seats needed for an outright majority in the House, no single party crossed that threshold — setting the stage for coalition talks to determine the next governing bloc now that results have been finalized.
The outcome marks a reversal from 2021, when RNI led with 102 seats, followed by PAM with 86 and Istiqlal with 81. RNI leader Aziz Akhannouch currently heads a coalition government that includes both PAM and Istiqlal.
Whoever forms the next government will inherit a heavy agenda — spanning political, economic and social challenges, alongside preparations tied to Morocco's role as co-host of the 2030 FIFA World Cup.
