France pushes for sanctions on Russian actors in Ukraine war

(MENAFN) France is advocating for fresh EU sanctions against Russian actors connected to the war in Ukraine, including entities that allegedly help bypass existing restrictions and individuals involved in propaganda and digital meddling in Europe, Foreign Minister Jean-Noel Barrot said Monday.

Speaking ahead of an EU foreign ministers meeting in Brussels, Barrot said the proposed measures would target nine organizations accused of circumventing EU sanctions via what he called Russia’s “shadow fleet,” including maritime firms linked to major Russian oil companies such as Lukoil and Rosneft.

The package is also expected to include 12 individuals accused of destabilizing activities in Europe, encompassing both foreign interference and digital operations. Among those cited is Xavier Moreau, a French-Russian national described as a conduit for “Kremlin propaganda” in Europe, and John Mark Dougan, allegedly involved in digital interference campaigns.

Barrot highlighted a disinformation effort named “Storm 1516,” which French authorities say has repeatedly influenced public debate in France and Europe. The campaign was identified by Viginum, France’s agency monitoring foreign digital interference.

France remains committed to exerting pressure on anyone supporting Russia’s war of aggression, using sanctions in coordination with EU partners as a central tool, Barrot emphasized.
